Completely. He holds no record of wrongs. This does not mean that the offender gets off Scott free though. Jesus is forgiving, but he is also just. He does not punish us because we "ticked him off", but because it's what we deserve.

When the first man and woman disobeyed God their fellowship with God was broken, this is sin. The man and the woman (and their children) continued to sin and God made a way for them to maintain their fellowship with Him. This was by offering an animal as a sacrifice.

Later in the history of mankind God chose the nation of Israel to be an example of a godly nation and God gave a set of laws and a sacrificial system to Israel so they when they failed to keep Gods moral laws they could make atonement for their sins. But Israel turned away from God and turned God's law and sacrificial system into religion.

When the time was right God came to earth as the man Jesus Christ. Jesus was the 'lamb of God'; he was a sacrifice for sin, for all sin, for all people. One day God will judge everybody's sin to escape this judgment a person must believe Jesus died in their place.

For us today forgiveness of sin is based on the death of Jesus. His death satisfied the demand of God the judge.

If you are a Christian you should confess your ongoing sin to God:

1John 1:9 If we confess our sins, He is faithful and just to forgive us our sins and to cleanse us from all unrighteousness.

If you are not a Christian you need to acknowledge your sin separates you from God, ask God for forgiveness, believe Jesus died as a sacrifice for your sin.
