Katniss isn't allowed to hunt in the forests outside of her district because the Captiol don't want the other districts to socialize and talk to each other as this is how a rebellion starts. By putting up electric fences they can keep people in their districts, keep control and fear.

∙ 12y agoIt's technically illegal to go Into the Woods outside of district 12; therefore, there is no opening to go into the woods. She crawls under the fence carefully, though, just be sure it' is not electrically powered, which happens in Catching Fire

∙ 12y agoThere is a ditch under a part of the fence that is hidden by a bush near Katniss' house. She goes under the fence, which is supposed to be electrocuted, and goes off to hunt.
