They move via an hydraulic mechanism. The knob on the dash pushes hydraulicfluid in the hoses and push out a lever attached to the headlights. Available information says that the system are sealed and can not be repaired, only changed to an new system.
There should be 2 adjusters on top of the headlights, one on far left and one on far right of each light. These ane like plastic nuts or screws sometomes accesible through holes in the landing panel. One of these will adjust the kick up (left and right) and the other will adjust the height (up and down). Hope this skelps

unless your dimmer is turned down..... blown fuse or bad headlight switch. that's about it..
The headlights go up and down when you turn the headlights on. If they are not going up or down they may be disconnected from the motor. You would have to take the headlights out to see if they are disconnected or not.
Is that when you are driving down the road and a road sign says "DIP"- that means a slight drop in the road. Or is that a sign on the dash "DIPLIGHTS"- that means low beam headlights.
I had an s reg clip and they are all the same model , your key slot to put your key in its just below that and a bit to the right , as if your are reaching down the front on your dash board , you should come to a rotating wheel you can turn , that adjusts the headlights projectory
On my felicia diesel 1.9 I removed the air filter then reached down and depressed the catch on the side lights and slid them out..you may need a wooden wedge to twist the lights out from the outside..if its only the glass that needs replacing you can remove the top and side clips and force the glass out ,use the clips to secure the new glass, mine has been fine for years without the bottom clips on..looked to me you had to remove the radiator to get the complete unit out..not an option..
It sounds like the valve guide seals might need replacing. As you go down hill (no throttle), oil is drawn past the faulty seal by the vacuum from the cylinder. Job can be done without removing the cylinder head if you have the right tools and knowledge.
On the left side there should be a stick for your windshield wipers and a nob on the dash semi-close to the button for the trunk. You turn that nob to set the lights inside and outside the car. The windshield wiper stick if you pull it down, or towards the dash- it should put your brights on.
The headlights are: Up, up, down, up, down, down.
there is no fuse for the headlights. Could be many reasons. Start with the fusible links down by the starter.
underneath the steering column should be a knob that goes vertically up and down, if its down then the headlights will stay up by shutting the vacuum and if its up then the headlights will go down automatically when the light knob is pushed in.
