Correction - Yes, but this depends upon what you are measuring. Temperature affects battery storage and wire conductivity. It does not generally affect the current and voltage of a particular device.

In series circuit voltage goes down, when you have other elements in it such as resistors. In parallel circuit the voltage across the entire circuit is the same regardless of resistor or not.
