It depends on what you mean by "restore." If you mean getting back your data or reverting changes in general, then no. If you mean fixing a number of situations involving system files, then maybe. Sometimes after removing a virus infection or running bad utilities, or encountering random problems, reinstalling the service pack may be just what is needed. If the problems are more deeply rooted, then a complete Windows reinstall or at least a restore to a known good time would be what is needed. But neither will reinstalling the service pack nor all of Windows recover any lost user data.
