A Totalitarian government is an administrative form of government and it has no base form. Since it has no base form the ability to state how it works is almost impossible, other than the basic theory behind it.

Totalitarian systems are based on force, the use of force, that is absolute and unquestionable. The United States fits the terms of a totalitarian police state as the actions taken by police are unquestionable; meaning your arrest may have civil consequences, but the police cannot be tried for any crime involved with the arrest. Under this immunity provision, even if limited, the theory of totalitarian is reached.
