It is used to get into Team Magma's base. Go to the Cable Car near Lavaridge Town and travel up. Move down to the wooden looking stairs to go through. Jump over the ridges straight down until the Magma Badge starts to do something. A couple rocks will fall and a door way will open up. There's the Magma Base.
