The fuel filter usually goes on the inner frame near the back of the car some where close to the gas tank and a dirty fuel fillter will cause restriction of fuel, if not changed it could cause your fuel pump to burn up thus causing alot more problems because then you would have to drop the fuel tank
actually u access the fuel pump and sending unit from under the back seat and the filter is fight in front of the tank under the car
I replaced the starter on my 96' Avenger. It is located right beside the oil filter. To remove the starter I had to take off the oil filter and the part connecting the oil filter to the car.

I just change my fuel filter in a 95 Avenger v6. I have to take the batterie out, and the windschild wascher fluid coonteiner, then lose it up the bottom and upper hose in the fuel filter and last take the fuel filter out with the bracket attach to it.
