When a pond is dried up there is still a very good chance that life is still there, even if you can't see it. Many creatures have behaviors that can help them survive a drought. Some turtles, frogs and even fish are able to dig down into the mud at the bottom of the pond and hibernate until it rains and the pond refills. Brine shrimp that live in desert pools can lay eggs that can remain dormant for long periods of time waiting for seasonal rains. this happens most often in tropical regions with seasonal periods of drought and rains.
Potentially the rice fields could wither and die from lack of water and the ponds will most likely go dry as a direct result of the drought.
