the general "rule of thumb" in horticulture for seed sowing - the seed should be covered to double depth the diameter of the seed - no more.

Some seeds however, should not be covered for germination - these are normally very fine seed such as Begonia

It depends on the overall soil moisture, sunlight, and plant that you are growing, but about 2.5 to 3.5 inches should get the job done. Also to confirm, if you have the seed package, it should say in the directions panel.
