They are mostly found on, or very near, the surface. They have probably been quite deeply buried at some point ( a lot can happen in, say, 70 million years) but due to tectonic movements and erosion, they finish up where we can find them. If all the Jurassic rocks were buried at about 300m, then our knowledge of dinosaurs would be impressively small.

It depends on where the rock is situated, some fossils are found at the surface, some are found up mountainsides, others are found deep in coal mines.

Most fossils are found near the surface as it is easier to find them there.

The maximum depth in a certain area would depend greatly on the geothermal gradient of that area and the composition of the sediment, as sedimentary rock will have a temperature/pressure threshold in which it starts to recrystallize and form metamorphic rock. Because fossils are found mostly in sedimentary rock, the maximum depth of sedimentary rock on Earth would also be the maximum depth at which fossils could be found. The deepest deposits of sedimentary rock on Earth are more than 20,000 meters below the surface (over 12 miles) in the Gulf coast region of North America. This is probably the maximum depth at which fossils can be found in the Earth's crust.
