Vegetation in very dry climates tends to develop in ways that will conserve water. Cactus "leaves" are quite thick and don't give up much water. Vegetation in dry climates tends to be small so little is needed of water or nutrients. Trees in the Amazon grow tall so they can get some sunlight amid all the competing trees around them.

Sometimes vegetation doesn't adapt. It just doesn't grow in some harsh climates. That is why there is a tree line in the north beyond which trees just don't grow.
