They have established OSHA to make sure that all sorts of hazards at different kinds of workplaces are eliminated or identified. With them (and departments like them that aims to improve health and safety), the number of accidents, injuries and fatalities are decreasing year by year.
To protect lives and collect fines and make money for the government and give people a job who can't seem to make a living on their own and need the government to protect them from the cruel world outside of government service. They also ensure that working environment such as construction sites, have the right safety procedures for their workplace and their workers. Without OSHA, a lot of companies will still be doing projects which are less safer than it is with OSHA rules and regulations. Complying with them doesn't really hurt a project but instead, it helps in promoting safety and even productivity
