Water level should be 2-3 inches above skimmer lip or edge. Usually about 3" 75mm or at least 1/2 way up the mouth of the skimmer. however this depends on the strength of suction from the pump. so long as there is no air being sucked into the system is the first rule to keep in mind. the second is the faster the water is moving as it goes into the skimmer the better. If you have a floating suction-side skimmer about 3/16 to 1/2" or 10 to 15 mm or more depending on pump strength.
Once all your lines are purged, a foot below the skimmer should be fine. Don't forget the cover.
20 inches
Not all above ground pools have to be disassembled during winter, although it is a good idea to drain them. Water expands when it freezes, and if the water is trapped in a closed container or in a crack, the expansion can break the container or the material surrounding it. Pipes often break, when water inside them freezes.
You can rehang the liner on your above-ground pool if it fell over in the winter but you will need to remove the pool corner caps, the rail, and all of the water. You can then re-stretch the pool liner and refill the pool.

Yes it is above the water table.
Doesn't some amount of water help hold the pools shape so it doesn't colapse? I had an upbove ground pool that we left a little water in for the winter so it wouldn't fall down w/the winter storms. They sure are not fun to clean in the spring though. It depends on the ground water level. If your ground water is high enough to float the pool, it's a bad idea. If ground water is high the pool needs the weight of the water to keep it from being damaged. If ground water is low, it doesn't really matter.
To install the water return fitting above the ground pool, you have to switch off the source. After this you can then install the water.
No, they are under water but not under ground. There is no ground above them.

It stands at 30 cm above ground to prevent water from splashing into it from the ground.
