Catholic Answer

Usually with the Bishop celebrating Mass either for a large parish or the parish Church in charge of a deanery. The only time confirmation is administered by a priest is at the Easter Vigil or at other times when an adult convert is coming into the Church, a priest may administer confirmation at those times, and with special permission on other occasions. The sacrament is administered with Sacred Chrism blessed by the Bishop, and a cross is made on the forehead with the Sacred Chrism.
