The answer to this question is always going to be an opinion and will be different to almost everyone. I've come to believe it was Johnny because -first off- he keeps the gang together. Even Ponyboy acknowledges that the gang can't get along without him. Then, he saves the kids from the burning abandoned church building.

Johnny. He killed someone to save ponyboys life, then said he was gonna turn himself in, then saved a ton of kids in a fire, got 3rd degree burns, kept the gang together, and something happened later. Well... he died

Dally because he did many great things such and save johnny from the fire, put out ponys burning back, gave a plan gun and money to johnny and pony when needed, came to the rumble even though one of his arms were messed up and that all i can think of, hope this helps :)
