Find a recipe that seems appetizing and within your skill range. Follow the recipe as closely as possible. After making the same recipe a few times you should have it basically memorized and be able to improvise and add or remove certain ingredients (etc) - experiment with enough recipes and you will be coming up with your own culinary combinations in no time. For specific cooking skills (like blanching, frying etc) if you don't get it right just keep practicing. Cooking is fun and it gets easier the more you do it.

Reading cookbooks helps if you want to familiarize yourself with recipes, such as comparing different approaches to the same food.
You find what fits you best by flavour - learn what you like in food.
Understanding some chemistry or ratios doesn't hurt either.
But if you don't have the patience to go out and learn, fake it 'til you make it by using recipes that are "tested until perfect" which means other people have expirimented with the recipes to improve on them and so they're relatively fool-proof.
