In the original Pokemon movie, we see that Mewtwo is not a direct evolution from Mew, rather a scientific experiment (using Mew's genes and DNA) gone terribly awry. also they are legendary Pokemon and don't evolve, breed, or have genders. the same is true for all legendary Pokemon with few exceptions. including latios/as, hetran, and manaphy
