It basically states that the angle of incidence should be the same as the angle of reflection. For example, your reflection. When you see it on an angle, your reflection is on an angle aswell, just on the other side of the normal (the 90 degrees line). You see it at exactly the same angle as the angle you are looking into the mirror at. It's used in science because it explains how light reflects off mirrors and how reflection occurs off convex and concave mirrors aswell.
