That's a common misconception. The popular vote does not decide the president. A group of electors, the electoral college elect the president. The electors are senators and representatives from the House of Rep. While the electoral college using elects the same president as the popular vote the electors are allowed to vote freely. The founding fathers created the electoral college because citizens were poorly educated and it was feared that the people would elect a horrible leader.

In the US, federal elections are always held on the first Tuesday after November 1; the actual date may be as early as November 3 or as late as November 8. The US Constitution specifies the term of office, and Congress established the time of election as federal law under Titles 3 of US Code.

Federal elections occur every two years in even numbered years (there is an election for state and/or local offices and issues every year on the same date, however); Presidential elections occur every four years in years divisible by four (2000, 2004, 2008, 2012, etc.). The entire US House of Representatives and one-third of the Senate is up for election every two years.

Electoral votes in the Electoral College determine the President of the United States. Every state and DC are awarded a certain number of electoral votes with which to elect the President. Each state has electoral votes equal to the total of the 2 representative the state has in the U.S. Senate plus the number of representative the state has in the House of Representatives. The states choose as many electors as it has electoral votes and these electors elect the president. The electors are elected by popular vote in each state and each candidate for elector swears in advance whom he will vote for. 270 electoral votes in the Electoral College are needed to win the U.S. presidency. Since every state has two senators and at least one representative to the House, every state has at least 3 electoral votes. The District of Columbia gets 3 electoral votes. Therefore, the total number of electoral votes in the Electoral College is 538 - 100 (senators) + 435 (representatives) + 3 (for DC). A majority is 270 - one more than half of the total number of 538.
