The President and Vice President run as a team, this is to insure that they are not divided in their loyalties and political persuasions. They are therefore elected by popular vote within the Electoral College system.
The candidates for U.S. Vice President are officially selected by their political parties, although in fact they are selected by the candidates for President. There is no separate election for Vice President; when a President wins the presidential election, his/her Vice President automatically takes office too.
The Vice President (I assume of the USA) is chosen by the nominee of that party. For example, in the 2008 election, Barack Obama won the Democratic Primary. He then announced at the DNC that his running mate would be Joseph Biden. Voters cannot control who the VP is, but can choose not to vote for a candidate if they do not like their running mate.

They pick a person who is from an important state that will help the ticket win the office ( to win 265 electoral votes are needed). A state's electorial votes comes from the numbers of House members they send to Congress. It is all math. The right numbers add up and the ticket wins. The presidental nominee doesn't have to like the person that is selected. Several president's and vice presidents have disliked each other starting with Washington and Adams. It is all based on politics and who will be the best person help win the office.

Gerald Ford. Richard Nixon chose Ford as his Vice President after the resignation of Spiro T. Agnew. Ford then became President upon Nixon's resignation. The other vice-presidents who assumed the Presidency were elected as vice-presidents.

There have been way more than two vice presidents that were elected president right after their vice presidential term. The first was John Adams, who was also the first vice president. The second was Thomas Jefferson, who was also the second vice president. The third was Martin Van Buren, who was Andrew Jackson's vice president, and then was elected president right after his vice presidential term. There are many more (including George Bush).
