Usually friends and/or family produce the baby shower. So, whenever it's most convenient for them would be appropriate as a time.
The caution would be to not hold the shower too early in the pregnancy, so that in case the pregnancy terminates, there's less public sadness and disappointment.
Finally, some people prefer to wait until they know the sex of the baby, so that appropriate colours can be chosen for gifts. Otherwise, yellow, green and other colour combinations are totally appropriate for baby wear.
Most people schedule a baby shower for the last 2 or 3 months before birth. Baby shower invitations are mailed 3-4 weeks before the event. You want to pick a date that is not too close to the mom's due date so that she'll have time to buy things that she'll need but didn't get at the shower. Also, if the baby shower is too close to the delivery date, the mom may be overly tired and too busy preparing for the baby to arrive to accommodate a party.
