Once the goldfish is compleatly frozen even if in the middle of frozen water it will die because the brain heart and gills will freeze with it and they wouldn't start back up because one those are done working the fish will not live.
And why would you freeze your goldfish?
I have witnessed with my own eyes certain species of goldfish that came alive after being frozen solid when thawed.

Yes you can. It may not taste as good when you defrost it, but you can freeze it if you must. Sashimi (raw fish) can easily be frozen and thawed and still maintain the same taste and "freshness". It's actually required that sashimi be frozen and thawed prior to serving to kill parasites.

No, frozen is frozen. But you can refreeze something that has been thawed. You can refreeze thawed meat long as there are still ice crystals on it. Once completely thawed then you need to cook it first then refreeze. This applies to solid pieces only, ground meat once more than half thawed needs to be cooked first then refrozen always.
