The starfish has amazing regeneration properties that allow it to grow another limb or even to create another starfish. The vascular system of a starfish is also unique. It doesn't have veins, but there is a tube system that allows the starfish to intake water and the water carries the oxygen though its body.
Starfish live in water but that doesn't mean that the water helps them grow there legs back. As far as I know they just grow there legs back anyway. If the starfish isn't in water for too long it would die, but as I said as far as I know their is no direct correlation between the water and if there legs grow back.
