Sea turtles can stay under water for almost their whole life! One of the only times they come out of the water is when they are going to lay there eggs because they lay there eggs on land and leave them and then the babies have to find there way back to sea all by themselves. Most of them get eaten by seagulls on their way so that's why there are not so many sea turtles... Most of them get eaten.

Turtles can stay under water from around 1 - 5 hours depending on the species, water temperature and condition. More detailed answers can replace this one!

Some turtles such as the green sea turtle can stay underwater for about 3 hours in a sleep like dormant state.

Most species of turtles can survive out of water for a long time, as long as the environment is humid and out of direct sun. It is not a good idea for turtles to be completely removed from water, though.

In the sun probably around 6-8 hours. In the shade in a cool place, 2 or 3 days. If it has somewhere damp to hide it could be weeks.
