Holding one's breath is a deliberate conscious act, thus it requires will). If breath can be witheld long enough, you will pass out and breathing will recommence. Breathing does not require willpower. It is automatic and orchestrated by the primitive brain stem. No consciousness is needed in order to breath.

Most people can hold their breath for around 2 minutes if pressed and if they're in decent health. At that time they'll either be forced to breath by painful muscle spasms, or the spasms can often cause people to pass out, at which time they begin breathing again.

The world's record for holding someone's breath is a little over 17 minutes, set by David Blaine.

The military frequently trains soldiers to hold their breath in water as well, and it's likely that many of the soldiers in the US Military could give David Blaine a run for his money.
