There is no section of the ORC that states convictions ever come off of a driver record. However, an administrative decision is in effect that allows for Driver Abstracts to only reflect the last three years driver record activity.
While the convictions will never leave your record, points on your license stay there for 2 years according to dmv.org.

- 4 years from offence date for all other minor offences i.e speeding

Can you change an English driving license to an Irish driving license?
No. You will have to pay the fixed penalty fine but the DVLA cannot put points on your Irish driving licence in England. They will keep your details on file and if you convert your Irish Licence to a UK driving licence in the period during which your points would be still active you had a UK licence all long then the points will be on your new UK licence. In short, try and save yourself a few pounds and dont get done! Like I have! twice in 6 months!! But I have no points :-)

How long does a speeding ban stay on your licence for in the UK?
The length of a speeding ban is decided by the court on a case to case basis, you would have been told the duration when you were convicted. Once a speeding ban is over, it will not remain on your licence but it will remain on your criminal record. Any points you received when you were banned will remain on your licence for 4 or 11 years depending on the offence but they will only be valid for the first 3 or 10 years respectively. If your speeding ban was less than 56 days, you may begin to drive once it is over. If the ban was 56 days or more, you must apply for a new driving licence.
