There is no college requirement to enlist into the Marine Corps. You do need a High School Diploma or GED though. If you wish to join as an officer, you can either go to Annapolis or go to college and then go to Officer School.

I met an officer one time. He did not really go to a crime investigating school or education at all, yet he was a former detective and a SWAT member. Working at a local police station can help. After a few years you will get into the detective position if you do well in patrol.
It really depends on your department. Many departments are starting to require a two year degree to even qualify as an officer. After that, additional college is not generally required for SWAT, although there will still be extensive required training and continuing education to gain and maintain the position.
