From my limited amateur igloo making experience, it depends on the air temperature and wind.

The best hardening, meaning it made fast sturdy snow blocks, happened at around -9°C (16°F). I would pack fluffy or crystalline snow in my wooden snow mold, and it would be a hard block in around 45 minutes. I can't explain how this happens, but no heat or melting was involved, since it was WAY below freezing, and often in the dark, so no heat from the sun either.

Colder than -9C would make more brittle blocks that would break easily, and temps around -3°C (26°F) would not harden the block well, unless it sat for many hours.

After the block comes out of the mold, allowing it to sit in the wind hardens it into a much sturdier block, but the timing I'm not sure of.
