That is a very vexed question and confuses we English, never mind anyone else! Various reforms have left us with a rather mixed up system. We have administrative counties, ceremonial counties, historic counties and we used to have postal counties as well! In practice there are 83 administrative counties plus Greater London and the Isles of Scilly. There are 48 ceremonial counties. If you ask someone which county they live in, they would most likely give the ceremonial county.
