A typical elephant herd can consist of an elder female matriarch, her daughters, her grandchildren, and any juvenile males too young to leave the herd. Adult males (bulls) are more solitary, or may form young male only herds. So the number in a herd can fluctuate according to the availability of water and food, freedom from poachers, and current climate not being too extreme.
