There is just one beat in a pair of quavers.

A quaver is half a beat, if one regards the crotchet as one beat. Two quavers equal one crotchet.

However, in proper terms, the quaver is known as an eighth note in American notation, because 8 quavers equal one semibreve, which is a "whole note".

One beat. A quaver = 1/2 of a beat, so 2 quavers means 1 beat
