In the US Navy, a really hot Lieutenant can expect to be "deep selected" for LCDR after being a LT for 4 years, and the good LT hopes to make it in 5. If he is "passed over" for selection, there is a very slim chance that he can make it in the following year, but after that he's generally out. The O4/LCDR rank is really the first cut; anybody who breathes can become an O3 LT, but the Navy generally plans to cut about 30% of the LTs at the 8-year-mark.
