The 4.6 in the Marquis is a Single-Overhead Cam design, so that means one cam in each head, for a total of 2. (The older, 5.0 liter V-8 had one cam in the block; perhaps that was what the first respondent was thinking of.)
All "Aero" Marq's (1992-2009 model years) have single overhead cams (SOHC), which means the single cam is on the top end of the cylinder heads, one on each side of the engine block. This applies to the two valve and three valve engines.
However, there is an optional dual overhead cam (DOHC) engine that was available in the Mercury Marauder. The DOHC engine has two cams on top of each cylinder head for a total of four. This applies to the four valve engines only.
The "Box" (pre 1992 model year) Marq's have overhead valve (OHV) engines, and have a single cam located under the intake manifold, in the engine block, and directly above the crankshaft.
It is a Mercury and Mercury is a division of the Ford Motor Company so...technically it is a Ford.

I'm not sure if the 1986 is the same as the 1987 , but ( on the 1987 Mercury Grand Marquis the 5.0 liter / 302 cubic inch V8 engine is rated at 150 horsepower and the 5.8 liter / 351 cubic inch V8 engine is rated at 180 horsepower according to my Chilton's Auto Repair Manual )
