Yes, anything with calories that's not a fat or protein is a carbohydrate. However there are two kinds of carbohydrates. There are simple carbs, which include sugars and sugary fruit, and complex carbs which include your breads and vegetables. Simple carbs get processed very quickly, so your body either burns or stores them rabidly, and you're hungry again. Complex carbs take longer to break down, so you are fuller longer, and tend to burn off rather than be stored as fat.

If you're on a low-carb diet, avoid all simple carbs like sugars, breads with low fiber, and most fruit. You'll want to stick with protein and complex carbs including leafy greens, and vegetables and grains high in fiber.

Depends on what is in the salad. Greens generally have little or no carbs. However, many of the other ingredients you might add could have both good and bad carbs. An example of good carbs would be the small amount of natural sugars present in a sliced red pepper. Bad carbs would be anything made with simple sugars or white flour. Croutons and super sugary dressings for example. So as you can see it really depends on you.
