There's a limit of 200 cigarettes (not cartons), and you must use them yourself as opposed to selling them. If you plan to sell them, or want to import more than 200, you're responsible for paying tax ($70.50 per thousand for cigarettes weighing 3 pounds or less per thousand, 72.60 per thousand for cigarettes weighing more than 3 pounds per thousand).
As long as you're not getting more than two cartons, it's generally ignored. More than that and they'll nail you on intent to sell.
