If you mean counties, there are 34 administrative counties in England, but there is debate about what should be considered a county. It becomes even more complex when you start to look at subdivisions in Wales, Scotland (which for political and cultural reasons doesn't call them counties).

Northern Ireland is much simpler, having only six (traditional) counties which no longer exist in an administrative capacity as part of the United Kingdom.

England is a country so technically the answer is only one. Scotland, Wales and England form Great Britain. Great Britain and Northern Ireland together form the United Kingdom. England is a country and the UK is a sovereign state.

There are 48 counties within England. A county is comparable to a state.
