The Summer, Winter, Paralympic, and Youth Olympic games (otherwise known as the Modern Olympic games) are held every four years. The Winter Olympics are held half way between the Summer Olympics, so Beijing 2008 (summer) was held in 2008, Vancouver 2010 (winter) was held in 2010, and London 2012 (summer) was held in 2012. The Summer and Winter Paralympics are held shortly after their respective Olympic counterparts in the same year. The Youth Olympics also holds summer and winter events. The summer events are held in the same year as the Winter Olympics, while the winter events are held in the same year as the Summer Olympics.
According to the official International Olympic Committee's website, "Current Olympic Games programme (For the Beijing 2008 Summer Games) includes 35 sports and nearly 400 events. There are also past Olympic sports and sports recognised by the Olympic Movement." This obviously fluctuates from Olympics to Olympics and between Summer and Winter games.
What's the difference between the Summer Olympics and the Winter Olympics? The events! The Winter Olympics mostly include sports enjoyed in snow and ice or winter sports such as hockey, speed skating, snowboarding and many more. The Summer Olympic has a similar format to the Winter Olympics, but it is hosted in the summer time with mostly outdoor and indoor sports such as track & field, swimming, basketball and many more. The Summer Olympics is generally more popular and welcomed because of the "commonness" or popularity of the sports in it.
That really wasn't proposed by a country. An Italian count named Eugenio Brunetta d'Usseaux suggested that the International Olympic Committee hold winter events as part of the 1912 Games in Stockholm. This was not done, but the idea was brought up again and it was decided to hold winter events at the 1916 Games in Berlin. Those games were cancelled due to World War I. It wasn't until 1924 that winter events made their debut in the Olympics as part of the Summer Games. They were such a huge success that the International Olympic Committee decided to hold a separate Winter Olympics every four years and designated the events held in 1924 as the first Winter Olympics.
