Yes they can but for a very short time. A heater can not fit in a 2.5 g tank. You can fit maybe 1 guppy in there but it will be lonely.
Although I do not know about guppies living in such small parameters especially with the way they breed. However you CAN definitely get a heater for a small tank I had a one gallon and bought a heater that shuts off at 74 F. SO it depends really the gender you want to put in and are these fancy or regular guppies?

Yes but not successfully. Guppies can give birth to up to 200 fry in one go. A tiny tank is nowhere near large enough to raise them.
Dependant on the size of the guppies. If they are adults and you do weekly partial water changes, you could put 4 -6 guppies in the tank, less if you don't change the water as often.

29 miles per gallon on a 25 gallon tank is 25*29 = 725 miles per tank. So one [partial] fill will be enough.

Guppies are usually 1 inch long, and a good rule of thumb is to have 1 inch of fish per gallon, so as many as 30 guppies will be just fine. Although, it might be nice to add some different fish occasionally.
