It is actually 14.6 laps. Perhaps the earlier answerer did not note that the pool length is in Imperial measure and the total distance is metric. I nearly missed that, too.

to swim 400 meters in a 25 METER pool, you must swim 16 lenghts, but to swim 400 meters in a 25 YARD pool, you must swim 17.5 lengths (so just swim 18 lengths)
