The number of valence electrons is 7 + 2×7 + 1 = 22.

If you draw a trial structure in which Br is the central atom and every atom has an octet, you will have used 20 electrons (2 lone pair on Br).

The two extra lone pair electrons go on the Br.

So Br has three lone pairs in
