The central atom is B and it has deficiency of two electrons in BCl3 so no lone pairs , however Cl atoms have 3 lone pairs of electrons(each)

P has 5 valence electrons. Each Cl has 7 valence electrons. That's a total of 33 valence electrons. The four P-Cl bonds use 8 electrons. Each Cl has 3 lone pairs for a total of 12 lone pairs.
