The leading organized crime person in 1929, was Al Capone who had come to Chicago to form a powerful "gang". He has been designated as the chief conspirator in the massacre. For his alibi, Capone was on vacation the day of the infamous St. Valentine's massacre.
In some quarters, Capone was sort of a folk hero as he set up soup kitchens in Chicago during the depression. Capone eventually ended up in prison for income tax fraud.

The primary target failed to show up for the party but it was still a Strategic win in the Turf Wars of that era.
