Al Gore- Bush got in by default due to defects in the system of voting by punch-card, which was pioneered in the 2000 American elections but was too complicated for many ordinary voters to understand. There were also a few states where the result was so close that there had to be a re-count, which it is now believed was flawed due to various underhand dealings on the part of Bush's supporters.

However, the electoral vote of every state accurately reflects the popular vote within that state. A candidate could win the electoral votes in a large state such as California winning the state by a huge margin. However, the opposing candidate could win the electoral votes in other states because a majority of the voters in those states vote for the opposing candidate.

The President of the US is NOT selected by the total of Popular Vote, the Pres is selected by the Electoral College by getting 270 Electoral votes. The Electoral College member is "supposed to" follow the Popular vote of their State. There have been 157 instances when a member of the Electoral College did not follow suit.

In the 2000 election Bush got more Electoral Votes than Gore, when the State by State Electoral count was added up.

Al Gore won the popular vote by a a few thousands of votes....if memory serves, over 200,000, but I may have mis-placed a decimal.
