They can be. The biggest danger is that they can sometimes get stuck in the dogs intestines, and cause a blockage. The bigger the bag the bigger the chances of danger could be. If your dog doesn't poop within his/her usual time frame, you should take it to the vet. It may need the plastic bag surgically removed.
