The element is number 4 on the Periodic Table- it thus has 4 protons and 4 electrons (the number of protons and electrons is always the same in an element, unless it becomes an ion). The # of neutrons will vary based on the isotope; if you are given the isotope number, subtract the number of protons (aka atomic number) from it to get the # of neutrons
