a Yorkie can have up to 2 puppies at a time, because they are so small there stomach doesn't hold as many puppies as bigger dogs can.
i have seen yorkies that had 4 puppies.

Well that depends a lot upon the fertility of the parents involved. Diet, exercise, stress and health all effect fertility. Also genetics can play a major role.
