There are 28 forms of unown. There are 26 forms for each letter in the alphabet, an exclamation mark (!), and a question mark (?). In route 214 there is a cave with a ruin maniac. Talk to him and he will propose a race to see if you can catch the unown after he digs the wall. Now go and catch unow from A to Z.
The first 26 (A - Z) Appear in the Solaceon Ruins after you get to the room where you get HM05 - Defog. There is none in the entrance room and in the four rooms you pass and the basement you will find F, R, I, E, N, D respectively. The other letters are in all the other rooms. For the last two forms (? and !) you have to catch each one of the 26 and go to the cave in Route 214 where the ruin maniac is and long tunnel with a doorway will be there. Enter it and there the other two unown will appear. If they don't appear the first time you enter the room then get out trough the south exit grab the rare candy and get inside again. That's all. Bring along someone with Surf and Strength, and if you want to catch some Unown now, some Pokeballs as well. Walk through the grass and you'll eventually meet two Cooltrainers at the top of some stairs. Head west from the bottom of those stairs into the cave entrance. Here's the solution to the puzzle: follow the direction of the red arrow first, then the blue arrows, then the purple, and finally the green. Once you've completed the puzzle, there will be an earthquake and you'll be able to start catching some Unown. Continue to the south of the island until you reach some water. There are seven ruins scattered across the water here that all together hold the 26 Alphabet Unown, as well as the two new ? and ! Unown. That increases the chance of finding a Hippopotas. Another option (though I am unsure if it's accurate) is to battle somebody in Iron Island, which can be accessed by sailing a ship in Canalave City.
