The best way to learn Welsh is by attending classes with other like minded people. Classes are a lot of fun and give people a chance to make new friends. There are Welsh for Adults Centre's all over Wales, they provide Welsh classes for people wanting to learn. For people outside of Wales, On-line resources can be utilized.

Many people who are native to wales learn basic Welsh through school, However, if Classes are not to your taste, there are many other options, Self-teaching Cd's and computer programs are some examples of this.

Where do people speak with a British accent?

There is actually no such thing as a British accent. There is an English accent, a Scottish accent, an Irish accent, or a Welsh accent.  These are generally spoken within their own countries (English in England, Scottish in Scotland, etc.). However, people all over the world may have a breed of a British accent because either they are immigrants themselves or they picked it up from their family.
