Industrial ceiling fans are not that expensive. You can get a decent industrial ceiling fan somewhere in the hundred dollar price range. More popular names like Emerson are twice as expensive though.

What tools would I need to install a ceiling fan?
If you have previously had a fan installed in the location, you will only need a screwdriver and perhaps a pair of pliers. If it is the first time a fan is going in, expect to need some electrician's tools and maybe something to cut through the ceiling. You will need your ceiling fan of course, mounting brackets, and screwdrivers. That is pretty much it. Make sure you shut off the power source from the main breaker before beginning.

It depends what the ceiling is. Presuming it is artex, you would need to PVA it first, and then apply plaster... so PVA, and plaster.

Need to remove an oily stain from ceiling?
My uncle is a painter and he said you will probably have to repaint ceiling but first user a Kilz primer to cover the oily stain then paint ceiling.
